A SYMMARY OF THE STUDY

 "The future of the administrative educational role of the Saudi educational and teaching councils in

the light of the administration standards of the comprehensive educational quality. An analytic supervisory

study by the use of the remote judging style (Delphi)."

The aims of the study:

1- The acknowledgement of the main outstanding figures of the educational administrative role of the educational zone in the Kingdom of Saudi Arabia.

2- Specifying the administration standards of the comprehensive educational quality which can be applied and used in developing the work of the educational and teaching councils in the Kingdom of Saudi Arabia.

3- Specifying the most important mechanisms of the administrative educational of the educational and teaching councils in the Kingdom of Saudi Arabia in the light of the administration of the comprehensive

educational quality.

4- Recognizing the most important difficulties and problems which prevents the administration and teaching councils from achieving their educational roles well.

5- A suggestion about creating a future conception of the most important general views of the development in the system and work of teaching councils in each educational zone in the Kingdom of Saudi Arabia,

from the experts' point of view.

 

The method of study:

The researcher used the analytic descriptive method in describing the role of the education andteaching councils in each educational zone in the Kingdom of Saudi Arabia, the most important difficulties and problems which limit the administration and teaching councils from achieving their educational zone in some former periods. More, the researcher took the advantage of using the remote judging style "Delphi" for specifying the most future expectations of the educational administrative rule of the administrative and teaching councils in the Kingdom of Saudi Arabia throughout choosing a sample of education experts, up to 30 experts, where the subjects of study were applied to them in three scientific rounds, which clarified to the researcher the future conception of these councils during the next ten years.

 The results of the study:

1- The reaching and administrative councils have not been researched and studied well by the researchers and students in the administrative and educational field.

2- The benefit can be taken from the introduction to the comprehensive, educational quality administration for developing the system and work of the administration and teaching councils.

3-The analytic study clarified that there is a difference in the start of the achievement of the educational and teaching councils among the teaching zones in the Kingdom of Saudi Arabia. Further, dealing with these councils and activating them differs from one zone to the other.

4- The results of applying "Delphi" style clarified, in its three rounds on a sample of experts, that the future expectations of the mechanisms of the educational and administrative councils, in the Kingdom of Saudi Arabia in the light of the standards of teaching comprehensive quality administration, was arranged according to the highest rate as follows:

5- The participation in preparing the developmental five-year-plan of the educational and teaching administration in the region with an average of (2.90) out of (3.0).

• The decisions taken in these councils should stand for the real needs of the educational field, with an average (2.90).

• Discussing the educational issues by a scientific objective style with an average of (2.68).

6. The results of the three rounds, using the "Delphi" system, clarified that the most important difficulties and problems which limit the achievement of the educational and administrative roles by the Saudi educational and

teaching councils are as follows:

• There is no money support to the activities and programs of these councils, with an average of (2.62) out of (3.0).

• There are not any evaluation studies of the educational and teaching councils, with an average of (2.62).

• Non-activating some of the educational and teaching councils' decisions and recommendations by the specialized persons in the educational field, with an average of (2.62).

• There is not considerable personality to represent the educational and teaching councils in the administrative regulation, with an average of (2.62).

7. The result of a statistical differences test between the second and the third rounds on the sample of experts states that is no statistical differences between the answers of the experts in these rounds at the level of (0.5%).

The recommendations of the study:

1- To study and revise the present regulation rules of the educational and teaching councils in the regions of Saudi Arabia.

2- To work for creating the money and psychological motives for the sake of the members of the educational and teaching councils, and making them equal to the members of the national families working in the courses of the ministry of education.

3- Making more filed specialized studies in order to evaluate the achievements of the educational and teaching councils, and develop them.

4- Having the benefits of modern development inputs of the administration organizations in order to develop the performance of the educational and teaching councils.
