“Long-term placement”
if used in reference to state-operated
programs as outlined in means those hospital
placements that are not expected to change in status or condition
because of the child’s medical needs.
“Manifestation determination review”
means a process to review
all relevant information and the relationship between the child’s
disability and the behavior subject to the disciplinary action.
“Medical services” means services provided by a licensed physician
or nurse practitioner to determine a child’s medically related
disability that results in the child’s need for special education
and related services.
“Mental retardation”

“Multiple disabilities”
means simultaneous impairments (such
as intellectual disability with blindness, intellectual disability
with orthopedic impairment), the combination of which causes
such severe educational needs that they cannot be accommodated
in special education programs solely for one of the impairments.
The term does not include deaf-blindness
